WITH regard to your Our View item in the Times about parking on pavements, to start with I would very much like it to be illegal to park on a pavement but as far as I am aware it’s not.
It is though illegal to block a pavement/highway in such a way that a pedestrian can’t access/use the pavement and as far as I know that also depends on the pedestrian.
What I mean by that is, if a pedestrian tries to go past the car and manages to do so the car is parked legally, if a pedestrian comes along pushing a pram and that car is still parked in the same position but the person pushing the pram can’t get past then that car is now parked illegally. The same goes for wheelchairs and mobility scooters which is the one I use most of at this time.
Please correct me if the Bill has passed in the Scottish Parliament. I know it was going through the Scottish Parliament some time ago but I don’t know what happened to it.
