Fife Council said the transformation of the historic High Street building - which has been empty for 10 years - into a community space is making good progress.
Contractors Linear Design & Construct have finished internal strip‑out work, along with repairs to damaged timber beams and the first phase of electrical upgrades.
BRAG Enterprises will take over ownership of the category C listed building which will have a community café and social space, local heritage museum, meeting and event spaces for local groups, a base for a new community radio station and business incubator units to support local enterprise and jobs.
It will also be available for weddings.
Councillor Altany Craik, spokesperson for finance, economy and strategic planning, said: "It’s fantastic to see real progress at Cowdenbeath Town House.
"This building means a great deal to local people and it’s exciting to see it being brought back into use.
"Step by step, we’re creating a space that will be welcoming, inclusive and full of opportunities for the community.
"We’re looking forward to seeing it take shape over the coming months.”
Over the coming weeks, there will be more visible changes as scaffolding will go up around the outside of the building to allow for repairs.
Inside, work will include installing a new attic floor, plastering and decorating, as well as joinery and further electrical and mechanical works.

"There’s still a lot to do, but you can now clearly see the changes happening inside the building.
"Step by step, we’re moving closer to reopening the doors and creating a space that feels welcoming, inclusive and pride of place for the whole community.
"We can’t wait to see it come to life.”
The building dates back to 1905 and has had a number of uses down the years, but has been vacant since the council moved their staff to Brunton House in 2016.
The redevelopment is being supported with £1.1m from the Scottish Government’s Regeneration Capital Grant Fund, £1.1m from the Place Based Investment Fund, £126,966 from the council’s capital fund and £35,000 from the area committee.
Updates will be displayed outside the town house so local people can follow progress.
