A WOMAN has hit out after she discovered that a convicted sex offender was placed back in his council flat on a Cowdenbeath street.

Dean Martin was recently released after he was imprisoned for using his mobile phone to spy on two 13-year-old girls as they got changed at Cowdenbeath leisure centre.

The sex offender also struck a 17-year-old girl on the buttocks with a weightlifting belt in the centre.

In January of this year, Martin was sentenced to a year in prison and was recently released back into the community and is currently residing in a Cowdenbeath street.

Martin was also jailed for 11 years in 2004 after he killed three people with his car after mounting a pavement while high on drugs and drink.

His car ploughed into a group returning from a dancing club. A woman and two children, aged eight and five, were killed. He then drove away and abandoned the car elsewhere in the town.

A neighbour of Martin has now called for the council to remove the 40-year-old as a number of residents with young children no longer feel it is safe for kids to play.

She told the Times: “The council kept his flat for him while he was in jail, just like they did the last time he was in prison.

“Me and other neighbours who have young kids are not happy about it. It is disgusting that he has been allowed back into a street with lots of children.

“I tried to speak to a housing officer about it but he refused to speak, but sent petition forms over by email.

“Another neighbour complained to the council too and was asked if they would like to be moved to another property.

“We should not be the ones getting moved, or being worried about letting our kids out to play, especially in summer.”

Greig Henderson, Fife Council service manager said: "Fife Council has a duty to accommodate offenders. This is done in line with national policy outlined in the Management of Offenders (Scotland) Act 2005 and through a Multi-Agency Public Protection Arrangement (MAPPA).

"The key agencies involved in MAPPA are Fife Council, Police Scotland, NHS Fife and the Scottish Prison Service."
