It is likely to mean that travel will not be permitted from areas where Covid-19 rates are highest to areas where there is lower risk.

Already, in Greater Glasgow and Clyde health board area and across the central belt the advice is not to travel to other health board areas but it is not law.

Ms Sturgeon said: “We have still to finalise the five tiers."

However, she added: "Travel restrictions will be part of these.

“When you move from one size fits all to different restrictions in Glasgow from Inverness the need to consider travel restrictions becomes much greater.”

Ms Sturgeon said otherwise a person in Inverness can be at risk from people travelling from Glasgow.

She said it is like the “international quarantine" rules were countires are on a quarantine list if they ahve high levels, but applied internally within Scotland

She added: “A second issue is if you have travel restrictions, is it based on advice or is it in law."

The difference, Ms Sturgeon said, was minimal because there can’t be police checking where everyone is going and coming from.

She added: "We have to rely on people abiding by it."

Ms Sturgeon said the rules will become clear on Friday.
