THE developer working up proposals for a 900 house development to the Cocklaw/Oakfield side of Kelty has this week confirmed that they will be including funding for a new primary school costing in the region of £6.5 million pounds, and that they will negotiate with the planning services a contribution of land and £100,000 towards the cost of a new health centre for the village.

Following a meeting with MSP Alex Rowley, Perth based company IH Brown wrote and confirmed they would contribute towards the health centre and said they hoped this would allow for the other partners to work up proposals for a future centre.

Local councillor, Alex Campbell, who launched a petition calling on all parties to work together to achieve the new centre, said this was ‘good progress’ in recognising the need for a health centre as the new housing development takes place.

Cllr Campbell said: “Whilst the detail of the development will need to be considered under planning we know that the current schools in Kelty are full to capacity and the commitment of the new primary school early in the development is crucial.

"I am also pleased that the developer is prepared to make a contribution to a new health centre and I am speaking with the planning service about this proposal being written in to any planning agreement”.

Alex Rowley said: “New housing in Kelty has been good for the village but there is a recognition that this brings added pressure on local public services, and it is now for Fife Council and NHS Fife to work with the developer to plan for future services as the village grows.

"I am now seeking meetings with both to progress that discussion".

The Labour MSP also hopes that planners will consider the many requests for further development of tourism and retail at the junction four site.

He told the Times: “There is a real opportunity to bring further investment into the Junction 4 area that will create local jobs and opportunities and this must be included in future planning”.

Cllr Campbell added that he hopes the planning process can move forward and that local people will be given the opportunity to make input into the master plan for the area as it is development.

He concluded: “I am ambitious for the area and believe there is real opportunity to create a good development that makes the best of this excellent location sitting on the M90 motorway.

"New developments can be good and we need to make sure this one recognises the need for public services as well as the potential for local economic development”.
