Chairman summoned to showdown talks

Fife Council is set to summon the chairman of Lochgelly Community Council to showdown talks after it emerged lucrative contracts to carry out ‘floral enhancement’ in the town were handed to his brother.
The community council claims a £750 Floral Enhancement Grant annually.
For three years Ernest McPherson gave the cash to Leven-based Balcurvie Plant Centre, owned by Alex McPherson.
Standards and governance senior manager, Iain Grant, questioned Mr McPherson about the "conflict of interest" this week.
“I have now heard from the chairman," he said. "A quotation was obtained which was considered costly and advice was sought from Fife Council. A further quotation received from Balcurvie Plant Centre was approved by the Community Council on 8th May 2002.
"I now intend to meet the chairman and secretary of Lochgelly Community Council and go through some of the issues.
"On the agenda will be the role of the chairman and secretary, and I'll be raising the issue of a requirement to declare a conflict of interest."
